Down at the bottom of the quarry is a pump that limits the amount of water in the pit.  The water is pumped up the pipe to the top where it is routed. . . somewhere else.  Until they get all the work done in preparation for turning the pit into a reservoir, the water level needs to be kept below a certain level.  If I understood what I was told correctly, the water to fill the quarry will come from the Howell Mill Reservoir (which gets its water from the Chattahoochee River).  As I mentioned earlier, the quarry should be full in approximately 2040.  Once full, it will hold a little under 2 billion gallons of water, enough to provide Atlanta with a 30 day water supply.
